From Poverty Alleviation to Rural Revitalization: Strategy, Policy and Institutional Arrangement

China has eliminated extreme poverty at the national level and is embarking on a new journey of “Rural Revitalization”. Using cases studies in Western China, this presentation explains the transformation of China’s anti-poverty strategy, policy and institutional changes. It analyzes the rationale behind China’s anti-poverty practices, summarizes the experiences worthy of reference to other developing countries, and explains the logic of China’s current strategy, policy and institutional design towards revitalization of the rural areas. It will discuss the challenges, difficulties and possible future trends. This Webinar will focus on how to enhance the synergy between state and market at the macro level, promote coordination of poverty alleviation, ecological civilization and common prosperity at the meso level, and learn from internationally successful experiences at the micro level, in supporting the central government to plan, formulate and implement policies of improving the relatively backward areas in China.

Prof. Liu received his PhD in Rural Development Sociology (2006) from Wageningen University. He currently holds Honorary / Adjunct Professorships at the University of Hong Kong, Wageningen University and Seoul National University. His research covers rural development, forest governance and policy, natural resource management, and environmental governance. Prof. Liu is the Deputy Coordinator of Forest Policy and Economic Division of the International Union of Forest Research Organizations (IUFRO), and a Task Force Member of Indigenous and Local Knowledge of the International Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES). He is a leading author of global transformative governance assessment facilitated by IPBES. During the past ten years, he has published over 120 journal articles and five academic books in his research areas.
