In the keynote report, Dr. Ivy Siu Wai WONG started from the relationship between planning and governance, pointing out that the current planning city should move from the two-dimensional system of "government——market" to the three-dimensional perspective of "government—market—community". Dr. WONG talked about China's experience in urbanization and local governance from a Western perspective on urban planning and governance, emphasizing the importance of pluralistic governance to achieve urban-rural integrated development.
